I cannot see any harmful things on this site. This guy used PHP to write
a free product named PHPlist. Someone may used PHPlist to post spams, but
that's not the authors problem, nor the php.net website team's problem.
I don't think that if someone uses the PHPlist software to SPAM, we can
stop him/her...
