Well, yes. We have some inconsistencies in the phpdoc modules
too. There the Chineese manual is named "zh" [instead of zh_cn],
the traditional one is named "tw" [instead of zh_tw] so there
are quite some bogus names... The configure script tries to
sort that out and convert to appropriate codes...
