questions

Sorry if this isn't the correct e-mail. I have problems with the english language then I want to make a comunity about php in my country.(not mirror) I want to know if i can to use the manual downloaded in your site at my site. If yes, what can I change or what must i change. Can I translate it? In a upgrade of the packages .bz2 do you change the texts from files of the manual or you only insert news files at the package? I need to know this because I want to let it actualized. How put the link of my site in http://www.php.net/links.php Please if you have anything to add tell me. I will have all the time of the world to read. Tanks. Ari.
