Blocked IP?

The company for which I work has been unable to access the PHP.net web site
for a few days now, and I'm wondering if our external IP has been blocked?
The IP is 208.49.169.130. We're able to access through other external IP's
that aren't routed so we're stumped as to what is going on. Also, our trace
is getting past our router so it appears to be something on your end. If we
are being blocked, please let me know so I can resolve the issue. Our
developers frequent the PHP site for updates, news, etc quite often, so any
feedback would be great.
