Hi.
It appears rsync.php.net has been down for a couple of days. I mirror
nightly at around 4 (am) UTC time.
It's been down for over a week (effective Friday 8th).
Have you set up some access lists to disallow non-official mirrors to rsync?
I have tried contacting the host from multiple networks.
best regards,
