PHP4 Does not load windows extension

I get an error saying: Unable to load dynamic library 'c:\php\extensions\php_oci8.dll' - The specified procedure could not be found. I have placed the dll's including php_oci8.dll in the c:\php\extensions directory and set extension_dir = c:\php\extensions\ and uncommented php_oci8.dll in the php.ini file in the WINNT directory. Yet I get this message. I would like to know if I am doing something wrong or is there a bug in PHP4? Is there a patch I need to apply? I would greatly appreciate your help.
