If you read http://www.php.net/manual/en/intro-whatcando.php
you can see
that a web server is needed if you would like to create web applications
(ie. processing forms, serving requests coming from a browser). Though
it can be a small server. Look at http://php.net/links for links
to IDEs
supporting local editing and preview.
