downloadable versions of the manual which can be found here http://php.net/download-docs.php do not contain user
notes.
You are probably referring to the "special extended CHM" version of it. This version is
not yet part of the official doc build system, because it is still in beta. It can be found here: http://weblabor.hu/php-doc-chm

the manual is not bound to a particular version of PHP. New content is added each day, thus the
manual is continously re-built.
