You should contact one of the current translators for the Russian
Documentation. After you have discussed it with them and acepted into
the team - ask on how to get the CVS account and join in.
If you hear nothing from them for while (what also happened to me some
time ago when I tried it myself) contact the php-dev and/or phpdoc mailing
lists regarding this.
