Use of PHP logo

I found the following statement on the copyright page of the PHP site,
with reference to logos:
"These elements of the Site are protected by trade dress and other laws
and may not be copied or imitated in whole or in part."
Is this saying that I can not use the PHP logo as a link to the PHP site,
or when acknowledging use of PHP within a web site? Is there not a
'Powered by PHP' logo for open use, similar to the 'Powered by Apache' or
'Powered by Debian' logos?
