I have a comment about the character set encoding. I have set in my httpd.conf: SetEnv MIRROR_LANGUAGE "el" but in the source there isn't a: <META content="text/html; charset=iso-8859-7" http-equiv=Content-Type> line so that the months will be displayed correctly in Greek.
Uhm. The php.net pages are in iso-8859-1 (see prepend.inc). The month names are also expected to be in english :) Maybe we need to add a setlocale() call somewhere, so the locale is really English. As all content is English on pages (except manual translations), there should not be small injected pieces of translated parts (like month names). The mirror language you set is the default used for manual shortcuts, and every language sensitive operation (like the quickref page), in case the user has no personal setting (accept-language).
It's not a biggie as I can change my mirror language to english as there is no Greek content on php.net.
It is automatically set back to EN as EL is not in the supported languages list... See: http://www.php.net/mirrors.php You can have EL set in your mirror, so anytime EL become supported, it will automatically become your site's default language.
Also who should I contact for a potentional translation project of php.net? It's just an idea that I have and want to see if more people are interested.
Translation of documentation or php.net content? Goba
