I have english as my primary language on opera,and the secondary one as russian.
I got the russian page for this:

Can you please provide us the exact Accept-Language header sent by your browser? Opera may send the Russian language with higher precendece for some reason. The HTTP standard allows Accept-Language to have the languages in any order, but the priorities need to be specified.
BTW
http://php.net/foreach executes the same redirection code and
is shorted ;)
