Hi Nuno!
We have setuped few months ago an daily mirror from php.net for internal usage. Since our costumers start asking for it to became public, we opened it few days ago. It is reachable thru: http://php.nfsi.pt ftp://ftp.nfsi.pt/pub/php Feel free to list it on mirror list.As we already have two official PHP mirrors in Portugal and as our current policy says, we cannot accept your mirror to be official.
