stats setup changes

Dear Mirror Maitainers! I have addressed this letter to all mirror maintainers, who have stats set up, but who have not added the new MIRROR_STATS environment variable, which we introduced to ease the detection of local mirror settings. [Mirror maintainers adressed in BCC, I hope spam killers won't kill my letter]. Please review the stats vhost part at http://php.net/mirroring and add that environment var, so our mirror monitoring system can get smarter, and you need not send a mail to mirrors@php.net in case you would like to change your stats listing. BTW the part to look for is: SetEnv MIRROR_STATS 1 If you read around, you can find out that we have added an option to specify the mirror's default language in the vhost setting, and also provided an up to date local search setup guide.
