If HTML page encoding is multibyte string,

prior to the other tag
which include multi-byte characters.
<META HTTP-EQUIV="Content-type"
CONTENT="text/html; charset=UTF-8">
However, the HTML help file distributed
by php.net is not filling it,
and it has the page which cannot be displayed.
