<url-minder-ignore> is a special tag, recognized by the Netmind URL Minder
service. This was first a free service, then a paid one, now discontinued.
This service was useable to watch a page, and get notifications when it is
changed. <url-minder-ignore> was to mark parts which are not to be treated
chnaged. There was a little debate on adding this tag when it was added, I
don't remember who added it acutally. But now as the service is not
functional anymore, there is no point in having the tag...
<!-- UdmComment --> <!-- /UdmComment --> is for Mnogosearch (formerly
UdmSearch) which is a local search solution similar to htdig. This can be
used to mark parts which are not to be indexed. Someone added these to
phpweb, but just before I committed the modification you quoted, there were
only two closing parts and no opening ones. So I decided to add opening ones
too, as one of our new mirror maintainers, the pl.php.net maintainer is going
to set up and test mnogosearch for local searching, and I said this would
help this test. While htdig's last release is from 2002-02, mnogosearch is
actively developed, and there is a PHP extension for it. This extension will
probably not used, but sounds good to mention :) BTW mnogosearch's last
release was two weeks ago. http://www.mnogosearch.org/
