How to install PHP on Windows 98

Dear Sir/Madam, I am a PHP novice who are now learning PHP from the beginning. I wish you could help me to solve the problem. I just downloaded php-4.0.0.tar.gz from PHP.net and I tried to extract it in a folder on the Desktop. However, when I opened it, I only saw there were my unknown documents and I didn't know how to do then. I had also tried to download PHPTriad to my computer. However, after I had installed it, there is still no .php file is supported. When I tried to run one file called mailer.php on my computer, it just show out a download-save box. I can't use PHP on my computer! How do I learn it? So, would you tell me why there are the problems? Would you show me the steps how to solve it? Thank you.
