Have you tried with WinZip or WinRAR ?
I have no problems extracting it here.

I've tried CAM Unzip, 7 Zip, and one other. None can open this archive,
7 zip reports "unspecifide error". I can't even open it to see how it
does work...
I see 5 other people have had the same problem, I don't think all of us
have bad zip programs.
