too old PHP setups on mirror sites

Dear mirror maintainers! You probably noticed that there were some changes in the behaviour of php.net in the last days. Some changes were made to make the www.php.net server and the mirror sites better serve our users. In our continual effort to enhance the user experience and the code behind the site, we decided to use some features which are not available in the PHP version you are using to power the PHP mirror site. You all have a PHP < 4.1.0 set up. I would like to remind you that the PHP version you have is a very old one, there were some security issues fixed since then, and there are a lot of new features. Because of all this, we decided to disable your mirror listing, until you upgrade the PHP setup on your server and notify us of that change. We are going to add code in a short time which will not work on your server unless you upgrade to an actual version.
