You require a comment? Just go set your language on the php.net/my.php
page. That info is right there on the front page:
My PHP.net
[24-Apr-2003] The PHP website and mirrors sites now have a 'My PHP.net'
page, which allows you to check what language settings you have, and
enables you to set one which will override all the other detected
parameters.
I require a comment back on why you didn't read that. That is stupid,
totally !!!
