I don't know if it's the changes you made but I get the following...

On my mirror (gr2.php.net) I have setup up SetEnv MIRROR_LANGUAGE "en".
My accept language in the browser is el and I tried it with IE6.
Also downloads don't work for me.
E.g. http://gr2.php.net/get/php-4.3.0-to-4.3.1.patch.gz/from/a/mirror
Gives a page not found error.
I just checked both with mozilla and accept language en and they both
work ok.
Apparently something has to do with the way the accept language is
treated...
EL is special, that there is no online readable version but it is listed in the languages array, so the code thought that it is available. Now I have added an additional check to the language preference code, so it will not allow languages not available online to be selected (currently Greek and Arabic).
BTW till this commit, the manual-lookup.php code always used the mirror's default language, but from now, it uses the user's default, which is much better estimate IMHO ;)
My last commit will surely fix the problem you encountered,
