The problem with ua.php.net was during moving mirror to new machine.
Now it's corrected and work!
Please, active our mirror at mirror list.
The current problem with your mirror is that there is a manual alias in effect. See
http://ua.php.net/manual/ and remove the Apache manual alias. Then after an hour or two, your mirror will be listed again automatically if it works correctly. If you find that there will still be some problems with the listing, please contact us (mirrors@php.net) again.
