OK. I had to format the box install again everything, rsynced and everything works fine. This is what somebody would say if they had actually done something. Actually I went to a night club and woke up this morning to check out the error log file. Needless to say that without me doing anything now everything works great. Next time I have a problem with the site I will just go out clubbing and hopefully when I wake up in the morning everything will be ok! Anyway. Makes no sense to me but the downloads do work now....
