Maybe you should add a little note in manual/add-note.php asking users to surround their code with <?php and ?> for the highlighting.
Added. But IMHO the display of notes will provide enough clue to guys :) Users will quickly find that we highlight the notes, and that PHP tags are needed for highlighting. Goba
