downloading blank CHM file

I have downloaded the Windows CHM file from all the mirrors in the US and every version comes up with blank content. I have tried this at home and at my office, on 2 different computers and still get the same results. I am running Win XP with all the latest updates installed. I have an older version from July of last year that opens and works fine, Other CHM files I have work correctly also. I also downloaded the czech version to test if it was readable and it was readable. I next downloaded the english version from the Ireland mirror and it was unreadable.
