rsync problem with distributions

Hi, we make a local copy of your distributions using rsync for people on
our campus.
I get the error:
> rsync rsync.php.net::distributions
@ERROR: chroot failed
It works fine if we use php4 instead of distributions.
Any idea why that error is occurring?
