I chose my preferred language under my.php.net to English.
However, i get part of the page in English, another part in Hebrew
and the main text on the main frame is aligned to the right.
My default mirror was il.php.net so i figured i would change it
to one of the US mirrors but i still get the same problem

The part you need to circle here is the URL. As you can see, you view the /he/ version of the manual. Your setting is probably not stored properly (you have cookies disabled, or something). Go back to the My php.net page (on any mirror), and you will see that your language setting is not stored, and your last language is set to he. This is why you get the he page...
