Dear Mario!
There are already three mirrors in Germany, so we are not accepting more mirrors. Two of them are not listed currently for some connection problems between our monitoring server and the mirror sites. They will surely be listed again soon.
Thanks for your offer,
Gabor Hojtsy

Dear PHP.net team, we would like to set up an official mirror site located in germany, since it looks like you currently only have one mirror here. Please inform me if this would be possible and please give me a rough estimate on the bandwidth usage we should expect. We own several servers, so setting up and running the mirror should not be a problem for us. Thanks in advance.
