Creating a web server API to access from PHP

Hello again, As a web server vendor trying to improve its Fastream NETFile FTP/Web Server, we want to add a new feature to our program: First some background: our server has bandwidth limits, users/groups and other features that are customizable by the admin using the GUI. We want to provide an API to PHP users so that they can set bandwidth limits and other stuff programmatically during runtime. For example, consider a download site: If the user is priveledged, then he will download at 10Mbps. If it is an ordinary user, then the download speed will be limited to 1Mbps. Could you guide me to resources/people which/who can help our team on this? We first need to know if this is possible, second with which method?
