I work with UC Berkeley and am currently working on revamping a web-site for one of its departments. I really like the way the php site is laid out and am wondering if I could possibly get permission to use its layout as a template for our site, we would not be using any php logos or graphics, just the page layout. Our group is non-profit so we would not be making any money off of this. We could possibly even afford to pay some sort of a fee if it is necessary.

Our site layout is a copyrighted intellectual property of the PHP website team, so you should not copy that for your own site. It is part of our branding... You would not grab and use the coca-cola branding elements, just because you like them are you? The same applies for PHP.net.
