Can you tell us the last updated date of the DB (backend/ip-to-country.db)
on your local mirror.
I just checked my local mirror and found the old DB.
The first 3 lines of the New DB from the Directi site:

Somebody from the php.net system's team was going to check up the issue.
There is a chance that they might have solved the issue and my mirror is
still not updated (update takes place every few hrs)
