Hi Alex,
I understand the UK already has at least 2 official mirror sites, but I'd like to offer anyway. We are building a resource centre for developers who use our services, and I'd very much like to see the PHP documentation included within that. Our server is located at London Telehouse and is (in my opinion) blindingly fast. I'd like to put the bandwidth to good use.We follow our policy of not accepting more mirrors in the UK, but thanks for the offer anyway. Regards, Gabor Hojtsy - one webmaster at php.net
