When a bug is recategorized, say from document bug to website problem,
the bug status isn't reported to the phpdoc list, so it's unknown
that the problem was actually taken care of and the bug was closed.
I'm not sure how often this does occur, i thought that a review of
the bug status/category would help prevent situations like that.
