Seeking help - httpd.conf file is not getting downloaded after installing php4.3.8

Hi, I initiated the file php-4.3.8-installer from my computer (OS is windows 9x) -- all the other files like php.ini and Msvcrt.dll have been downloaded into my system but the file httpd.conf ( to configure PHP to run as an Apache module) is not there in my computer! I first installed this php4.3.8 using php-4.3.8-installer file by choosing an option of IIS as a web server and later again when there is no httpd.conf file, I installed again (don't know how to uninstall the previous one) by clicking on the file php-4.3.8-installer in my c:\php directory - lastly, it gave the message something like this, the file, httpd.conf is not loaded.
