It's having some troubles due to increased load from spammers/harvesters. We are working towards a solution, but in the meantime, you'll either have to:
- put up with patchy service via NNTP
- use the web interface (http://news.php.net), which has priority
NNTP access.
- or simply subscribe to the actual mailing lists that NNTP mirrors
(http://www.php.net/mailing-lists.php)
The latter is recommended, as it doesn't place any additional load on the NNTP server.
