installing php isapi

Hello, I have been trying to install PHP5 on windows 2k service pack 4 iis 5. I have used your instructions and every other set of instructions that I can find on the web to do a manual install of php5 isapi. The instructions are quite straight forward and well within my windows skill area, but for two days now I have not been successful. The pc in question is a completely fresh new clean install of w2k and patched there are no other applications installed. after following all the instructions a dozen times I still have no success. when I go to 'http:/localhost/test.php with the phpinfo(), script i get the page can not be found HTTP - error 400.
