Well, this error is not reoccurring, it is constant. Your mirror is disabled since the end of august, and you got notifications about it every week, since then. The real problem is that you fail to adhere to our PHP version requirements. You have PHP 4.1.2, while we require a PHP 4.3.x version currently, which is written in bold on the page you cite. Please upgrade.
