PLEASE TREAT IT AS MOST URGENT We are writing you this in order to probe your chances for the following projects A leading integrated " Blue Chip" state owned gas distribution company with annual turn over US $ 920 million has launched an ambitious programme for the next five years. To supplement its local natural gas supply sources, the company is considering to import of LNG to provide additional gas supply to meet new growth demand. It envisages an integrated LNG import contract inclusive of procurement, transportation, storage and re-gasification and / or taking up of liquefied gas from specified point, transportation, storage and re-gasification facility ti be set up ob Build, Own and Operate ( BOO ) or Build, Own and Transfer ( BOT ) basis in Karachi. Expected delivery capacity would be 2.5 million metric tonnes of LNG per annum, equivalnet to about 300 mmcfd with option for larger volumes up to 3.5 million metric tonnes of LNG or approx. 500 mmcfd of Natural Gas. The company invites applications from world-class, international consultant / group of consultants for providing consultancy services for its proposed LNG Project. ut is envisaged that the " Consultants " would haved a lead consultant, who would be an Investment Bank / Financial Consultant and would include technical experts and / or a Technical / Engineerint Consultant and other experts as nat be required. The " Consultants " must be fully knowledgeable about the LNG supply and value chain and have prior experience and a comprehensive insight of the LNG business, sources, supply, shipment modalities, price / cost contracts etc. The Consultants scope of work comprises three packages as under and company would retain the option to a ccept one, two or all three packages at its sole discretion. PACKAGE-I A). Concept report on LNG import and recommendations on project structure. B). Prepration of EOI / TOR Documents Proposal Evaluation and short-listing of joint ventures (JV ) Consortia. PACKAGE-II A). Prepration of Bid Documents, general Specifications, TOR, Contracts Terms etc. B). Evaluation of JV / Consortia Bid received as per laid down criteria. C). prepration of Contract including Commercial, Financial and Legal Documents. PACKAGE-III A). Inputs for LNG Policy Guidelines Framework. B).
