After submitting a request for a CVS account, the footer of the thank
you page does not use the website style correctly. The font is default,
large and does not use the correct colours.
Reproduce code:

Submit a CVS account request from http://www.php.net/cvs-php.php using
the mirror provided by web hosting talk.
Expected result:
----------------
The footer should look like the rest of the pages on php.net
