German documentation rebuild, it's okay for now.
All languages configured to use utf-8, but not all languages built with
that character encoding last time. That languages (including pl) needs
to be rebuilded, but this is a slow operation. So please be patient.

I've the same problem, in polish documentation server sents
Content-Type: text/html;charset=utf-8, altough docs are encoded in
iso-8859-2

The php.net webserver sends a Content-Type of text/html;charset=utf-8
for http://www.php.net/manual/de/
That page clearly is not in utf-8 encoding but rather ISO-8859-1 (or
similar).
