If I had enough karma I would apply it myself...
I've already posted the patch to the mirrors' list and asked for
php-news karma. Nobody answered, so I've posted the patch here.

A broken page is http://news.php.net/php.doc.fr/3991
The header sent is UTF-8, but the page is in ISO-8859-1, because of the
broken regex to catch the encoding.
