#35424 [NEW]: package is beta3 not final on mirror

If you set it up as a cgi it seems to work. I downloaded from the Hurricane Electric mirror. I unzipped it and copied it to c:/php. So i setup apache to use it as a module. the build api for the module is 20041225.
