Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.

Description:
------------
The "Add Manual Note" form is declared as ISO-8859-1 (this is being
done explicity via the content-type HTTP header, at least in the follow
link below which I recently used;
http://www.php.net/manual/add-note.php?sect=function.iconv-strlen&redirect=http://www.php.net/manual/en/function.iconv-strlen.php
This is "in conflict" with manual pages (like this one:
http://www.php.net/manual/en/function.iconv-strlen.php#62320
) which
have a Content-Type header reporting UTF-8 (which is good).
Suggest modifying that header on the Add Note form to UTF-8. Might also
be a good idea to add an accept-charset="UTF-8" attribute to the "add
note" form tag - at least with IE this gives a hint to the browser to
override whatever user settings are in force.
