We currently check IPs with widely used spam blacklists.
Take a look for example at this page: http://www.dnsstuff.com/tools/ip4r.ch?ip=202.156.6.77
Probably the better is to talk with your ISP (although it seems that now the lists we use aren't blocking your ip).

Hello, I recently tried to make a comment on the online PHP documentation for is_array(), and was told that my IP address is in a spammer list. The proxy servers for my ISP, Starhub, in Singapore are shared among hundreds of thousands of users. If they are listed, then no Starhub user can make comments. This accounts for around half of the country :) Could you please remove these from the spammer list? One of the proxy servers is 202.156.6.77 (202-156-6-77.cache.maxonline.com.sg).
