Furthermore, this seems to have been like this for several days. I've
tried from two computers on different networks with the same result, a
lengthy delay or no response at all.

http://uk2.php.net/ seems to be slow or not responding, following
a
redirection from www.php.net. I suggest removing this mirror from the
mirror list so that people aren't auto-redirected from the main site,
until whatever the problems are are resolved.
