file system and directory functions

Do the file system and directory functions, perform the file system command relative to your OS.
e.g.
does the internel code of the function:
rename("oldname", "newname");
do exactly (in unix file systems):
mv oldname newname
do exactly (in windows file systems):
ren oldname newname
If not, how does it do it? Also, if one disables users from using ``, are all file system and directory functions disabled to?
