Getting an mirror (de4.php.net)

Hello everyone, I would sponsor the php-community with another mirror located in Germany (Berlin) and some bandwidth (about 90mbit usable to de-cix) Here is the reason why: In the last few days I got sometimes notice about bad accessibility to some German mirrors (seems like the line to them was full) I read about just 2 mirrors per country and I know there is already a de3 but since there is a big php-community in Germany, maybe an fourth mirror should be set-up. The server configuration is up2date and on highest security levels. The administration is done by a 2-Person team to do time-near fixes and critical updates. The server is almost idle and has enough capacity to handle thousands of requests at the same time. Another mirror would even lower the traffic on the other servers, so attacks won’t have a big affect. Please take us maybe just as trial-mirror to see the stability. Tell me you answer and if you need something more.
