Hi Ari
We do have two official mirrors already in Brazil, I did however
disable both of them few minutes ago...
At the moment we are not looking for new ones in Brazil however if I
don't hear anything from the maintainers in some time I would
appreciate if I could contact you?
In the meantime, everything you need to know should be documented at
http://php.net/mirroring
