License Request

I am trying to contact the licensing arm of PHP at license@zend.com and keep getting bounce-outs. Is this link still valid? My original message was as follows: Hello, Could you please send me a copy (or a link to a copy) of the PHP License for version 4? I believe the PHP site only has links to the 3.01 license.
