Setting Options inside <VirtualHost /> has no affect if it has already been set on the root dir. The workaround/correct way is to put the <VirtualHost /> Options inside <Directory />. This was not in our old example configuration and caused us 3years worth of weird and unexpected behaviour on over 20 mirrors. -Hannes
